"*.ctp"をPHP Editorに関連付けておくと、PHP Editorで開かれるようになります。

Window > Preference > General > Editors > File Associations

のFile types:でAddをおして*.ctpを追加します。次に下のAssociated editors:でAddをおして、PHP Editorを選びます。

また、Content TypeのPHP Content Typeに*.ctpを設定しておくと、PHP Builderでビルドされるようになります。

Window > Preference > General > Content Types

のContent types:で、Text > PHP Content Typeを選択し、下のFile associations:でAddをおして*.ctpを追加します。
